
Yes! If you're using a legitimate one, it is safe to use a registry cleaner. Period.
Being basically a huge database, the Windows Registry needs to be organized in the best possible way for it to run optimally. Many of the actions you take on your computer - from the addition or deletion of files and folders, the installation and uninstallation of software - are recorded in the registry. The presence of old and obsolete information in the registry, and the regular changes you make, causes the registry, and hence your computer, to perform in a poor manner. This is why you need a registry cleaner - to remove all the clutter and congestion and organize the registry to perform at its optimum best.
If you're worried about safety, there are basically two things you should do.
First of all, you should ALWAYS run Google searches on any registry cleaner you're thinking about buying. The reason is that some unscrupulous companies have taken to pretending they are selling you a registry cleaner, when in reality, you're actually paying for "pretend software." It doesn't do anything, it just sits on your machine and gives you fake alerts, and fake messages that it has cleaned things up. If you Google the name of whatever product you're thinking of buying, along with some terms such as "malware" or "scam," you will protect yourself on that front.
Second, you should make sure that you backup your registry before you let the program make any changes. Nearly all of them have this option. It's always a good idea - if anything does happen to go wrong, you can just set things right back to the way before you made any changes.
